REQUEST FOR PROPOSALS: Surplus Property Available. Deadline: 6/07/22

 

The Town of Binghamton is seeking proposals for purchase of the following Town-owned property:

Property Address:  3706 Mill Street, Binghamton,  NY
Property Status:  Vacant Lot

Lot Width:  215 feet
Current Zoning:  Residential
Minimum Upset Price:  $18,000

This is not an absolute auction strictly based upon price.  Any proposal accepted by the Town is subject to a mandatory 30-day permissive referendum.  Proposals will be evaluated based upon the following criteria:

• Purchase price at or above minimum upset price.
• Proposed use of the property must be permitted by right or with special permit under existing zoning regulations. Proposed use shall not require a change in zoning or a use variance.
• A plan for development of the property including a timeline for completion of development.
• The entire property must be maintained by the new owner at all times from the date of closing.
• The ability to close within 30 days of the expiration of the 30-day mandatory permissive referendum.

Responsive proposals shall be filed in sealed envelopes with the Town Clerk by June 7, 2022 at 12:00 Noon prior to bid openings at 12:01 p.m.  The Town of Binghamton reserves the right to reject any and all proposals.
